JOB PURPOSE
To support the delivery of budget and resource analysis and programming activities and/or provide support in Regional Bureaus (RB), partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilisation of funds.
ORGANIZATIONAL CONTEXT
Under the direct supervision of the Head of the Resource Management Unit, guided by appropriate policies, procedures and processes, the duties & responsibilities of this position will include the following.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute towards the development of a limited number of projects, plans, processes and procedures ensuring compliance with wider budget programming policies and WFP standards.
2. Create and review limited number of project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimise resources.
3. Support monitoring of fund utilisation, and advance financing, loan and borrowing/repayment and refinancing arrangements; and alert supervisors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses.
4. Monitor actions related to project closure and resource transfer and refer potential issues to the supervisors.
5. Support senior colleagues in monitoring the resource pipeline to maximise operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
6. Support the preparation of food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide information to guide RB/HQ decision-making when multiple projects compete for the same stock.
7. Create and review budget and project documentation, and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures.
8. Collate and analyse data and contribute to preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
9. Contribute ideas to senior officers for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds.
10. Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and contributing to updating training materials, manuals and guidelines.
11. Follow standard emergency preparedness practices and contribute to technical recommendations and guidance and monitoring the management of financial risks.
12. Other as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Business Administration, Finance, Economics, International Affairs or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
At least two years’ postgraduate professional experience in commerce, business administration, development or food aid support.
Language: Fluency in English language.

The Mentor serves as an operational training and administrative advisor for Office of Antiterrorism Assistance (DS/T/ATA) programs delivered to participant nations. The Resident Program Manager (RPM) is responsible for: coordinating all ATA activities in-country; providing liaison with RSO, Embassy, partner nation officials; representing ATA interests in-country; monitoring ATA personnel in-country and assuring the successful delivery of training and equipment; and reporting to the DS/T/ATA Program Manager at DS/T/ATA Headquarters, Dunn Loring, VA. The RPM is under the oversight of the Regional Security Officer (RSO) and works closely with the RSO and other US Government agencies as appropriate. The RPM receives policy directives from ATA and is responsible to ensure the implementation of these directives. The RPM is responsible for coordinating and monitoring the activities of all in-country ATA staff and contractors to include the Deputy Resident Program Manager, Logistician, and Foreign National administrative support person(s). This position is critical to the successful management of the Country Implementation Plan. This position may also serve in “pre-pay” program support, DoD program support, or any other funding status to support any program administered by DS/T/ATA. The Contractor shall be able to accomplish the following objectives:
  • Provides liaison with RSO and other US Embassy personnel to identify ATA mission priorities and coordinate mission requirements;
  • Briefs United States Government (USG) officials on the program, initiatives and status of the in-country ATA program;

  • US citizen and eligible for a Secret Clearance based on a single scope background investigation and able to obtain and maintain TS/SCI access if required;
  • Bachelor’s degree from an accredited college or university;
  • A combination of ten years of law enforcement, operational and/or training experience;
  • Previous senior level experience in liaison or management in an overseas environment;
  • Ability to work within the context of political and operational security organizations at the national and international levels; possess an understanding of logistical and fiscal support of overseas operations and have the ability to solve real-world problems under short deadlines;

World Vision Job Vacancy : BSFP Nurse – East Pokot, Africa – Marigat






Purpose of the position
The nurse is responsible for identification and management of children with malnutrition, provision of systemic treatment/ treatment of childhood illnesses.
He/she will also handle food distribution, documentation and reporting for Blanket Supplementary Feeding Project.
The nurse will also ensure all beneficiaries identified to be acutely malnourished are referred to integrated management of acute malnutrition program for further management or for other specialized treatment.

Major Responsibilities
Planning, Coordination, Supervision and implementation
  • Overall management of blanket supplementary feeding program (BSFP) site during distributions
  • Provide integrated health and nutrition services (mass screening, immunization, deworming, vitamin A supplementation and treatment of minor illnesses or emergency referral of beneficiaries in BSFP according to MoH guidelines and protocols.
  • Work closely with MoH and other partners to establish a referral mechanisms of both moderately and severely malnourished children to IMAM program.
  • Work closely with the Project Officers/coordinator/MoH staff to request food commodities in time to ensure availability of BSFP commodities and other supplies required at BSFP site
  • Responsible for ordering, storage, accountability of medical drugs during Blanket supplementary feeding
  • Collaborate with Ministry of health to identify Community Health Volunteers to work with at the BSFP sites
  • Enroll validated beneficiaries into the Last Mile Mobile Solution (LMMS) system.
  • Support the Project Officer/Coordinator with field logistics

  • Prepare list of children referred to Integrated Management of Acute Malnutrition sites.
  • Monitoring of beneficiaries in BSFP to ensure appropriate weight gain.
  • To ensure program reporting protocols are implemented according to World Food Program BSFP strategy/ guidelines and World Vision Commodity Management guidelines.
  • Consolidate/ summarize routine data and reports for timely submission to the coordinator.
  • Preparation of progress reports, stocks and program reports according to UNICEF, WFP and WV requirements.
  • Facilitate community awareness of project ownership and sustainability
  • Plan tracking for key Child Well Being indicators of strategic relevance from secondary and primary data, with partners and communities.
  • Collect any monitoring data with community members in a collaborative and systematic fashion.
  • Support in the supervision of community-based monitoring activities, as necessary in the programme context.
  • Provide proper documentation of any commodity loses.
  • Report on any incidences touching on security at the distribution centers.
Capacity Building
Train and Mentor Community Health Volunteers, screeners and other staff supporting BSFP site to ensure delivery of quality deliver health and nutrition services.
Commodity Management and Reporting
  • Ensure that all commodities delivered at the FDP are properly accounted for based on the approved distribution plan.
  • Conduct prior mobilization of community members/health facility staff to ensure food commodities are received and kept in safe custody
  • In collaboration with community health volunteers and casual distribute pre-packed food commodities to beneficiaries
  • Monitor commodity movements, including delivery of commodities and Non Food Items at the Final Distribution Point.
  • In liaison with CHVs oversee receipt/offloading by the off loaders to ensure correctness of quantity, content and quality as per the waybill. Ascertain signatures on the waybills documents as well as losses and damages, and excesses. In case of damage arrange for reconstitution.
  • Schedule food commodity distribution dates in collaboration with health facilities and other stakeholders and ensure communication reaches the beneficiaries.
Stakeholders Engagement
  • Engagement with Ministry of health and field level as shall be required and provide Government authorities, UNICEF, WFP and other stakeholders with information regarding beneficiary registration, commodity/food distribution plans, and project progress.
  • Identify and report on other needs that need attention by other stakeholders
Qualifications
Education/Knowledge/Technical Skills and Experience
  • Diploma in Nursing or clinical medicine
  • At least 2 years’ experience in health programming project of similar size.
  • Experience in collecting data management
  • Understanding of World Vision health programming is an added advantage.
  • Good understanding of Ministry of Health standards and guidelines.
  • Registration with relevant professional body e.g. Nursing Council of Kenya
  • Experienced in local engagement
  • Computer literate.
